Patrick Lussier, in an interview on Dracula at http://www.moviehole.net/news.php?newsid=1604 was quoted as saying:
'We were incredibly fortunate to find Stephen Billington in London. He had all the intensity and intelligence we needed given the fact that he was going to spend most of the film strapped to a chair and yet still needed to be scary. '
The plot goes something like this. A burned body is brought into a morgue. When one of the medical students, Elizabeth [Diane Neal], pricks her finger on one of his pointy teeth, the drop of blood from her, rejuvenates him where it landed. This alerts them to the fact that he is really a vampire. Shortly after, there at the morgue, Luke [Jason London] receives a mysterious phone call offerring them $30 million for the body. They steal the body and take it to an old house of their instructor, Lowell [Craig Sheffer]. They rejuvenate the body by putting it in a container of blood. After Dracula [Stephen Billington] comes back to life, they chain him up in an old abandoned swimming pool. There is a subplot about a vampire hunter [Jason Scott Lee] hunting the vampires. They have to deal with the vampire hunter as well as the millionaire, as they try to come up with a serum from the vampire's blood to cure Lowell's cerebral palsy. When Dracula apparently runs out of blood, Elizabeth [Diane Neal] gives him some of her's. There is lovely dream sequence while she is giving him blood. [ Have a look! ]
Stephen's Dracula has very white skin (he is supposed to bloodless), his hair is white blonde and his eyes are pale blue. [Have a look!] Through most of the film, he is chained up. Given that, you might not think that he couldn't do a lot with that part, but if you did think that, you would be dead wrong. People often say that vampirism is really about the sensual side of sex. And that, is the way that Stephen plays him. There is truly an otherworld quality about him. Each and every word he utters is caressed. [Have a listen!] All of his looks are meaningful. You can just feel the hunger and longing. Totally compelling. Rent or buy it, but definitely see it!
